Can this be shipped with 10 round magazines to be DC compliant?

Eric, Bud's will remove the magazines for you, but will not replace them. It would be up to you to get 10rd mags.

No buds will remove the mag and send it with NO MAGAZINE you would then need to buy a 10 round mag yourself

Unfortunately no, buds will remove but not replace a magazine to make it state compliant. During checkout buds has an option to remove the magazine for states with magazine capacity restrictions, just click on yes and buds will remove them. Unfortunately you would have to buy a state compliant magazine to use the firearm. Sorry but hope this helps.
