Its a matte Black, but it is Stainless Steel while the barrel is blued steel.

Does this have tapped holes for scope mounts?

Jason, it is "Drilled and Tapped" for Scope mounting. One of the best values in scopes in regards to quality and price is the Barska AC11672 Sniper 6-24x 50mm. Browning's X-Bolt Stalker Long Range rifle has a Matte finish threaded barrel that is free-floating, hand chambered, with a target crown muzzle, and includes a muzzle break and thread protector cap.
