Ruger uses investment castings for most of the parts and many of them like the inside of the receiver are left unfinished so you are running the bolt against a rough cast surface which binds it unless you grease it. You can polish it but like you said it's not right. I'm surprised you cannot zero the rifle. I'd send it back for sure.

I would first remove, clean, lube and replace the bolt. Some metal flakes, shavings or other material may have hung around from machining. Recheck the bolt for smoothness. Since it is new, I would just do the basic troubleshooting. if a no go, then call Ruger for a resolution at Telephone: 336-949-5200.
