It can penetrate but it also depends on the distance and the length of the barrel. For example, if you're shooting at 100 yards with an AR pistol using two to three ammo then it's not going to have enough velocity. If you're using a 26-inch Barrel that's a out of a bolt action rifle you will get a lot more velocity.

This load uses a 62 grain Full Metal Jacket Green Tip Steel Penetrator. The finished rounds consist of sealed primers which is ideal for long term storage and moisture protection. ----------- 5.56mm NATO --- 62 Grain Full Metal Jacket Steel Penetrator (Green Tip) --- Brass Cased --- Reloadable (Crimped and Sealed Primers) --- Muzzle velocity: 3020 fps --- Muzzle energy: 1326 ft/lbs --- Uses: Personal Protection and Self Defense --- Note: Use caution when shooting steel target. This round has the potential to punch holes through steel plates and it will attract a magnet.

Mike, this round is a 62 grain Full Metal Jacket that has a Steel Penetrator embedded in the tip. The FMJ tip is painted Green and is not a polymer "Ballistic Tip". A "Ballistic Tip" round will have an actual "Polymer Tip" as in this picture : google.com/search?biw=1280&bih=618&tbm=isch&sa=1&ei=0JGCW7uEBaqk_QaV26iQDw&q=223+green+balistic+tip&oq=223+green+balistic+tip&gs_l=img.3...6305.14525.0.15275.22.22.0.0.0.0.183.1927.19j3.22.0....0...1c.1.64.img..0.11.977...0j35i39k1j0i67k1j0i30k1j0i5i30k1j0i8i30k1j0i24k1.0.6lcX71EyVC0#imgrc=jmJYN3yrw_VoCM:
