The barrel should be compliant with Maryland law. The magazine however isn't.
John, you don't necessarily need a "Heavy Barrel", just one hat has no cutouts like the M4 Barrel. John F - this is listed as having a 'heavy barrel' and the barrel does not have 'cuts' in it, which is prohibited in MD.
