Yes, it has to ship to an FFL.
Buds likely has all your FFL numbers on file already. Chances are your nearest gun shop already works with Buds. Its as simple as buying shoes online. You really won't need to do anything except enter your billing information, name, and address. You do your transfer paperwork at your gun shop upon delivery, (or when you choose to pick it up after delivery). Its really simple.
You don't need a license dealer number if you plan on picking the rifle up from Buds. If you plan on having the rifle shipped then it will need to be shipped to one of your local FFL's(Which Buds provides a list based on your zipcode) and pay the transfer fee when you pick up the rifle.
Unless you can pick the (long) gun up from Buds in person you will have to have it shipped to a FFL holder and pay a transfer fee just like handguns

If you live in a contiguous state meaning a state the touches Kentucky, in most cases you can pick the rifle up in person. If you live in a non-contiguous state you must have it shipped to a FFL in your state. After it is received at your FFL of choice your home state laws and all applicable federal laws apply such as NICS check and all paperwork required by law. The receiving FFL will likely require a fee for the transfer. Buds FFL finder is a great tool it searches and finds dealers near you based on your zip code and in many cases posts last reported transfer fee cost. They have a list of preferred FFL's also that will accept any transfer from Buds. It takes the hassle out of finding and FFL on your own.
