No, while the Ruger AR-556 MPR is compatible with many standard AR-15 parts, including most magazines, it does not use a true "M16 BCG"; it has its own proprietary bolt carrier group designed specifically for the MPR, which is optimized for the rifle-length gas system used on the MPR model.
