No, that would classify it as an SBR (shirt barreled rifle) which would require an NFA registration and a $200 tax stamp
You can however add a Pistol Brace.

Hi Michael, adding a butt stock would make it a short barrelled rifle, requiring registration with the ATF and a $200 tax.
You could add a pistol brace without running afoul of the law.
