Hi Thornton, the Ruger Mini 14 Ranch model 5801 is WA state legal. Some dealers state otherwise and will not transfer them.
If your' FFL says no, call around until you find one who know the law. Places that sell them in WA state are Seattle-area Big 5,
Rehv Arms in Covington, and Pinto's Gun Shop in Renton.

All models should be fine as it is a bolt action not semi-automatic. All that is relevant is ensuring they do not come with larger than 10-round magazines which I don't believe is ever the case anyway.
