Hi Ken, no tax stamp required. It is not a shotgun, so it can't be a short barrelled shotgun. The reason it is not a shotgun - it does not have a stock, so it is not meant to be fired from the shoulder. It is a 'firearm'. It is a non-NFA item which does not require registration.
Note- if you change the birds head grip to a stock, then you have a SBS.
