No it can not on any 1911 based gun including the 1911 micro thumb safety can only be engaged with the hammer back

No, the inherent design of the 1911 pistol does not allow this Daniel.

Daniel, per the manual ( kimberamerica.com/media/wysiwyg/manual-download/KIMBER_MicroManual_12-16_FINAL.PDF ), the thumb safety cannot be engaged unless the hammer is fully cocked and the slide is fully forward. So a simple answer to your question is no, it cannot.
