The magazine safety works really well, but the secondary safety - it doesn't seem to do anything at all. Pistol fires whether it's up or down. Is that normal?

No this isn't normal a firearm should not fire with the safety on. I would ask Phoenix Arms to make sure yours is operating correctly at 909.937.6900 or by email at phoenix-arms.com/pages/contact-us

I understand this to have a magazine interlock with a manual slide hold open, external hammer and firing pin block safety. The firing pin should not be engaged with the safety active.
