Mutz, it's for fun/entertainment.
It consists of mixing two inert substances that are still safe until it's shot with a high velocity rifle, most any center-fire rifle will work.
Tannerite also makes one for rimfires.
Just follow the directions and you will enjoy it.

In Nebraska its legal to buy Tannerite but illegal to mix the chemicals without an explosive handling permit from the State Patrol.

Tannerite is basically a mixture of 2 products (to make a target) that explode at rifle velocity bullet strikes that gives a visual and audible ques when hit. More of a "Fun factor" than anything else.
