If you have a Texas CHL -- and you're buying a weapon in Texas from a dealer, then you do NOT have to go through the process of an FBI background check. This is because you've already gone through this process (actually, even a more thorough process) when you applied for and received the CHL. This does not mean you don't have to fill out the form -- it means the dealer then DOES NOT have to call the FBI to have you checked out.
