BudsGunShop.com - New layaway fee retroactive?

Does anyone know if this new layaway fee system is retroactive? I've got a couple of layaway's that now have the message that there are no fees through X date.
I did not agree to that at the time and certainly don't feel they should be retroactively sticking fees on if they are. I've got no problem doing them on orders placed now with that policy in place.

I agree Nicholas that preexisting layaway's should be fee free.
