I’d like to know if a UTG PRO 13” free float quad rail will fit on this. I’m not sure if this gas block with the small rail is considered low profile and would fit?

yes it will fit with no problem , this will fit the Delton "Low Profile" Gas Tube no problem. The UTG PRO AR-15 13" Fits: Standard AR-15 gas tubes. The compatibility with any special piston system is not guaranteed. Also, the rail system works with standard AR-15 upper receivers. It may not be compatible with any re-designed, oversized upper receiver.
