I know the frame is stainless steel but is the "Blue" coating just paint?

Bluing is a chemical "rust" coating that preserves the metal. it can range in color from a dull blackish grey to a deep blue (almost purple) and anywhere in between

James, it is the standard "Blueing" which is actually black in color. It is a chemical oxide coating that adheres to the metal for rust protection.
