no the Heritage Rough rider is not legal in Illinois from the restrictions page "Prohibited: Cobra, Phoenix Arms, ******Heritage Arms, Walther rimfire pistols, GSG rimfire pistols, Hi-Point pistols and Jimenez Arms." the old ones were banned due to melting point laws but even the new steel versions will not be legal because the law bans all heritage handguns (by name) and until it gets changed they would still be illegal budsgunshop.com/catalog/feeds/state_reg/illinois_restrictions.pdf
