Can I use a gift card paid for using PayPal to purchase a gun?

Yes, but, Paypal has very strict policies on firearms related purchases. Some have had accounts flagged and frozen/closed. You are in fact purchasing a gift card labeled BudsGunShop. Many sellers at online gun sites tell clients to be discrete (No gun speak) when using Paypal. You should read up on their policies.
