Why can’t this be shipped to California if it’s an AOW? Did a law come out restricting those as loopholes?

It fits into a special classification (loophole) called firearms CA says everything except handguns must have a 18 inch barrel
Efrain - Mossberg Shockwaves are classified by ATF as a "Firearm" .. period. California restricts them due to barrel length -and CA doesn't pay any attention to ATF determinations unless it can use them to further restrict CA citizens access to firearms. If you want to actually have 2d amendment rights, you need to leave California.
Efrain, Yes any shotgun/firearm barrel length under 18" is prohibited in CA. This item is classified by the ATF as a firearm. Can not be modified from manufactured specifications. As far as CA goes. Get a nice Remington 870 or Mossberg 500 and enjoy.

Efrain, neither Sir. It is classified as a Firearm. CA & MA State law restricts the Barrel Length being under 18 inches regardless of the other legal features specified by Federal Law. CA is funny like that. You should see the number of firearms that dropped off the Roster compared to added models due to over the top requirements : oag.ca.gov/sites/oag.ca.gov/files/pdfs/firearms/removed.pdf
