Can a handgun listed as a 15+1 be sold without a magazine to a buyer in California, therefore making it legal?

Ivan, No because a firearm with a 15 round magazine will not be on the CA AGO's approved roster of handguns.
Ivan, not in California Sir. The firearm must be listed on the CA DOJ Roster and any Manufacturer pistol with higher than 10rd capacity will not qualify. California is very strict in these details.

No your problem in CA with that is that a handgun has to be on the CA DOJ approved list and a model that has a capacity larger than 10 rounds would not be on that list oag.ca.gov/firearms/certified-handguns/search
