I'm a law enforcement officer behind enemy lines in California. If I buy an off roster handgun will Buds also ship the "high capacity" magazines?

Joel, yes Sir they will. Buds Customer Service will assist you with submitting your LE credentials at 1-859-368-0371 9am-9pm EST Mon-Fri. or use the Blue Chat now button at the bottom right corner 9am to 9pm Mon - Sat and 9am to 7pm Sunday.
I believe it to depend on your agency. Some agencies require a letter from the Chief p, from what I’ve been told. I’m not a LEO but I have some colleagues who have family members as LEOs. They should ship it with high capacity magazines. Make sure to give them your credentials as you are a qualified professional. I don’t know any LEO who has bought from here.

yes but you will have to supply Buds with any paperwork they need " Certain entities (departments or city/county offices) and sworn officers (individuals) are eligible to purchase “off-roster” handguns. These entities/officers must have satisfactorily completed the firearms portion of a training course prescribed by the Commission on Peace Officer Standards and Training pursuant to CA Section 832. That expanded list of entities/officers can be found here.
