I live in Maryland where there is a 10 round regulation on magazine’s. If I purchase a rifle that comes with 2 30 round mags can I have the mags sent to a separate location/a state without the regulation? If so what’s the process?

sorry no you can not but you may be able to get it with NO MAG We have been told that buds will ship with NO Magazine if that is the only reason that a gun is non- compliant you would need to Contact Buds customer service available 9AM to 9PM EST Monday through Friday or use the blue chat now button and they will help you with the order .
