Can the 316 m-lok hold a scope or will the front fixed be in the way ?

Bryan, you will not see the front sight through the focal plane of the Scope. Only through a non or low power magnification optic will you ever notice the front sight. Cheers and stay safe!

a scope will be fine and the front sight will not cause any problems because It is closer than the minimum focal length of the scope.
The scope sees right around it. The only effect it has is to slightly reduce the light gathering capability of the scope.
