It means you have to send them proof of employment at a law enforcement/other agency, fire, EMS, etc. Some items are only available to those folks.

I emailed them a .pdf copy of my retired military ID. Got a quick response and the next time I logged into Buds I was able to get into the Military/Police/Other section.
