Joshua, If that is the only restricted issue and your state allows firearms to be altered from the manufacturer BUDs will pull the magazine and ship with no mag and you purchase your own restricted magazines. They will not replace magazines with a restricted one just ship without any. Certain firearms even have that option on the description page when purchasing.

Joshua, I have heard from other members that if magazine capacity is the ONLY state restriction that some Buds personnel have offered to remove/replace magazines. I would contact Buds Customer Service to see whether or not they will at Blue Chat now button at the bottom right corner 9am to 9pm Mon - Sat and 9am to 7pm Sunday.
