I'm having trouble understanding which handguns are legal to own in DC. It must be less than 10 rounds, but then there is mention of three different state Rosters (CA, MD, MA). I'm trying to figure out if a legal handgun needs to be on all three rosters, just one, or must be approved by CA and either MD or MA.
