Per the Connecticut DESPP, it looks like you cannot buy,sell,trade, or import this rifle after to Dec 31st, 2013. cga.ct.gov/current/pub/chap_943.htm#sec_53-202a
I moved away from CT before all this went into affect. I personally would give Hoffman's a call, as they were the number one Ruger dealer in the country for a few years. They would be able to tell you if the rifle is legal to purchase. Their number is 860-666-8827.

can't have a Semi Auto rifle which can accept a detachable magazine and has one of the following:
Folding or Telescopic Stock,
Pistol Grip or Thumbhole Stock or the like,
Flash Suppressor,
Forward Pistol Grip,
Grenade or Flair Launcher,
Also it has to be longer than 30" in length. So this would be banned for the pistol grip
