I want to purchase a rifle for a friend in another state. can i have it sent to a licensed dealer near him so he can pick it up?

Richard, no Sir. You will need to have that person purchase the firearm. You can price the entire transaction and buy a Buds Gift Card in the full amount and send to the recipient for purchase of the rifle so there is no appearance of Straw Purchase (the buyer at Buds will be the registered owner): budsgunshop.com/search.php/type/Gift+Cards
