Tim, even though velocity is listed the same, the powder charge is the same, so the velocity of the heavier 27 pellet load will be ever so slightly less and the 27 pellet load will put more pellets on target in the same target diameter out to 45 yards and much after that, you won't be able to tell any differences due to shot spread. This was my experience with other 21 and 27 pellet loads. Cheers and stay safe!
