I'm assuming by "tri-state area" you are referring to NY, NJ, CT.
Christopher is in Wisconsin, in Wisconsin there is far fewer restrictions on firearms and ammo.
It varies from state to state even in the Tri-state area. If you are in NY, CT, or NJ you must upload your foid card to purchase ammo, as far as other requirements it is dependent on what state your in, and if your in NY it comes down to the city, or county your in.

If your in one of those counties then only law enforcement can purchase ammo from buds, most other counties are good to get ammo shipped your ffl.
If you want a more accurate answer repost the question with what state your in. If in NY include county.
Also keep in mind that some ranges have very strict requirements for outside ammo being used in their facilities, its best to double check that the range will allow the ammo before purchasing, as ammo is non refundable.
