Buds is the one who would remove non compliant magazines to make a purchase legal, the manufacturer has no say.
And yes buds will remove the standard capacity magazines and ship without magazines (you'd need to buy compliant mags separately) as long as magazine capacity is the only thing making the firearm non compliant in your area.
Just add the pistol to your cart and go to check out and there should be an option you can select to "remove high capacity magazines" if that doesn't pop up go ahead and complete your transaction then contact buds support and request they ship minus the banned magazines.
