According to heritage's website it is not case hardened it is simulated.
"The Heritage Rough Rider Case Hardened 9-shot small-bore models are similar to our standard alloy offerings but feature a simulated case hardened frame finish for an upgraded appearance."

And it does not meet the melting point laws in MN, as they name Heritage arms specifically as not being compliant.
