No this is not legal in MD. I use to live in MD and they had a loophole for rifles that as long as it had a heavy profile barrel it was exempt from the other laws, you just couldn't own pencil or government profile barrels. Sadly that doesn't apply to pistols as far as I know. Hope this helps.
