Is RILEY DEFENSE RAK47-T-MP AK47 TACTICAL MP 7.62X39 legal in NJ? Can it be shipped at an FFL and then converted for compliance?

No, but you might look into a Ruger mini30, it has similar performance to an AK and there are models that are compliant in NJ
Josephil, unfortunately it cannot. Other than magazine removal, Buds does not modify or ship non State compliant firearms. Cheers and stay safe!
Josephil, as configured it is not NJ compliant due to the threaded barrel along with the pistol grip (and 30rd mag). It can easily be made NJ compliant, just get the muzzle brake pinned & welded and Viola!, NJ compliant. You can have it shipped to a FFL for compliance work, however Bud's will not ship it unless it's compliant as is, so you'll have to buy it in state or find someone who will ship it to your FFL for compliance work. As it is no, it's not new Jersey compliant/legal. And no buds won't ship any product that doesn't meet state laws, it has to be state compliant before buds will ship it and they won't covert it for you to ship it. Sorry and hope this helps.
