Michael, yes sir it certainly is. It is not a shotgun, so it can't be a SBR. It is considered a 'firearm' and 100% VA legal.

Yes, the shockwave is not considered a shotgun, it's just considered as an other. So no restrictions on it. Good to go in Virginia. Hope this helps.
