Will someone else be able to pick up the weapon from the FFA dealer on behalf of the buyer? such as a parent or guardian?

No, it must be picked up by the actual buyer who is the Transfer/Recipient on the 4473 ATF form.. The BATF requires the FFL to only let the actual buyer pickup the firearm so there is no potential of a straw purchase.
