Gene, yes sir, the Shockwave is legal to own in 48 states, Wisconsin being one of them. It is not considered a 'shotgun' because it has no buttstock, therefore not meant to be shouldered, and the 14" barrel does not make it a short barreled shotgun. It is just considered to be a 'firearm'. Have a great day!
