Bruce, unfortunately sounds like a warranty issue. You can contact hipoint at 419-747-9444 to start the warranty process. If you don't feel like dealing with warranty you could try taking it apart to see if you can find where it's sticking or take it to a gun Smith near you. Sorry you're having trouble but hope this helps some.

Otherwise, IMHO, you have 2 choices.
1- Send it back to Hi-Point for warranty work
2- If you are mechanically inclined and are confident in your gunsmithing abilities, you can try this Safety Lever Fix/Mod described here -
