Two part question 1. Is the UPC number that’s on the invoice the same as the rifle serial number? 2. I filled out paperwork on 8/23 for the NICS background check. Got delayed. According to FFL transfer dealer, still showing as delayed. I did a little research and came across the three business day either response of expiration. So by my calculations I should be able to pick up the weapon today. Am I correct?

Cleon, no the upc is not the same as the serial number. The upc is similar to the model number and helps identify wich product it is. As for the 2nd question yes and no. Under law when a background check is started the government has 3 days to provide a response, if no response is provided the gun shop can transfer the firearm to you (if they feel it is appropriate to do so) or they could choose to hold out for a response if they have concern. So the government has 3 days but it's completely up to the FFL dealer if they decide to transfer it. Depends on the FFL dealer. If you've bought firearms from them several times before they may just decide to transfer it to you. If it's your first time buying from them or first time buying a gun they might decide to hold it until they hear something back. Completely up to the ffl. I'd recommend contacting them and see what they say. Hope this helps.
