Im debating on getting one of the two rifles. Browning x bolt hunter 243 cal or Savage 16 All weather 243 cal?

The Savage adjustable Accu-trigger system will allow you to "tune" to you liking Vincent. I think it has a much crisper break as well with little to no take up slop.
if you want a working shooter get the savage. for pride of ownership and looks and to somewhat baby it in the field get the browning
Both! I prefer the Browning personally though. I'm not fond of Savage products.

From what I've seen at the range I work at the guys with the Savage like them best. I think it's the trigger system that makes them more user friendly.

The Browning will have a shorter, I think 60 degree bolt throw which makes for a faster second shot, which of course only matters if you miss a lot. lol. I do not own a Browning but my experience with others is that they shoot remarkably well and have very tight actions. The all weather concept is a plus if you live in an area where it rains a lot. The Browning will also have a better resale value if that matters. 243 is a great little platform, I have killed Boone and Crocket mule deer with one and antelope to 429 yards. Great little caliber,
