Can I change the stock to a brace and it be considered a pistol?

Unfortunately, due to it's current configuration, it will be classified as a Rifle lower when transfered so the answer is no.

I'd argue that it should actually be fine if it is listed as "other" in the transfer as it is just a receiver, but can't be too careful with these things. But regardless, if the stock is getting removed to replace with a brace anyway, the price difference for this pistol version shouldn't be much of an obstacle: budsgunshop.com/product_info.php/products_id/730000009/franklin+armory+bfsiii+equipped+pistol+complete+ar15+pistol+lower+receiver+-+black+installed+ar-c1
