Here in NY, our local FFL dealers can absolutely sell an item with a threaded barrel as Long as it has a thread protector cap, or in this case a Faux Suppressor, that is Pinned & Welded. Now, that being said, I'm not sure if Buds will ship it to NY even though it is already pinned/welded?
