Under guild lines (Confused): Prohibited Any rifle with a magazine (including tubular) with a capacity greater than 10 rounds. Then it said: .22 LR caliber rifles of any action with tube-fed magazines of any capacity are permitted.

I purchased the Windham AR but received a email saying they can't ship it to new jersey. It was being sent to a local FFL dealer that was going to remove the A2 flash hider and put on a NJ complaint stock as well as remove the bayonet holder in the front; why can't it be shipped there when it is illegal for him to give it to me without having that done?
