Why is this not available to Illinois? Our new law is magazine capacity greater than 15 rounds are banned. 15 or less is okay for handguns, 10 or less for long guns.

It's not because of the magazine capacity, its because Illinois has a melting point law that that specifically bans walther rimfire handguns, among others.
Prohibited: Cobra, Phoenix Arms, Heritage Arms, Walther rimfire pistols, GSG rimfire pistols,
Hi-Point pistols and Jimenez Arms.
