Try taking a picture of it with your phone and then uploading it through the site using your phone.
If you're using a scanner, it could produce an image that might be a tad too large for the website to accept.

Hi Leonard and welcome. If your file is in the format of a jpeg file, try resaving it as a png file which should reduce the file size. Hi Leonard, you may need to re-size it if the file is too big. With most programs, while you are viewing the file, click on the Tools menu at top of page, and in the dropdown menu you should see 'Adjust Size'. Just keep making it smaller until you are under 2 MB.
Google can be your friend to find out how to do this too, especially not knowing what device/browser/program/etc you are using.
