After you submit your DD214, after 72 hrs or 3 business days you should be able to add QP items to your cart. Buds will not notify you even though they say they will.

I submitted on a Wednesday and was able to purchase on that Friday (less than 48hrs). I don't think Buds processes these on the weekends so be patient.
