you should be fine. Normally any new legislation that is passed does not go into effect for at least a few months which would give you time to get out you layaway. I also don't know of any proposed laws that will affect your purchase (except maybe the talk of a 21 years old requirement) Do what the state laws and keep current on what they are doing.
