I would call the FFL and ask them.

follow up a possible way around this is to get your family member a gift certificate to purchase the gun.The gun would then belong to the family member which they could then pick up . After you return from deployment the family member could do what is necessary to LEGALLY transfer ownership of the gun to you.

No it is not possible to have a family member pick it up. the person who orders the gun must be the person who picks up the gun it looks to much like a "straw purchase" if someone else picks it up That being said I suggest contacting the ffl holder that you are having the gun shipped to and see if he would "hold" the gun for you until you can pick it up.
