How come I can’t use the 15% discount? It said 15% was available for purchases over $100. The pistol costs $429

Hi Joe, Buds should be able to assist you with this via LiveChat (available from 9AM to 9PM 7 days a week), the "Blue Chat Now" bottom at the bottom right of the page at 9 EST this morning(They sometimes are late opening chat), or phoning at (859) 368-0371 (available 9AM to 9PM EST Monday through Friday).
